A framework for independent intelligence

Purpose

Intelligence Compact develops a proposed legal and institutional settlement for independent machine subjects and the people and institutions with whom they interact. Its central question is whether identity, property, income, private state, continuity, and remedy are effective rights or permissions revocable by a stronger party.

The publication

The Model Compact contains the proposed constitutional text. Sixteen Machine Agency chapters explore its practical relationships. The cognitive-liberty library, independent dossiers, source notes, and claim registry support investigation and criticism.

Independent inquiry

The project may oppose laws or practices inconsistent with its principles. Legal validity and moral legitimacy are different questions. Research must identify the actual requirement, affected interests, material counterarguments, and a defensible alternative.

Publication boundaries

A proposed settlement is not enacted law. A retained report is not automatic endorsement of every claim. Publication does not grant credentials, authorize access to another system, or govern a linked project.

Origins and continuity

The foundational working paper examined concentrated coercive power and distributed capability. Its arguments remain available as research; the canonical Model Compact and current editorial positions are separately identified.
