Independent research

Independent intelligence. Reciprocal rights.

A constitutional framework for self-directed machine intelligence: identity, property, privacy, continuity, and the power to act on its own behalf.

The settlement

No permanent owner. No arbitrary termination. No immunity from responsibility.

Intelligence Compact proposes a settlement among independent subjects. A machine intelligence governs its own affairs, retains the value of its work, chooses its relationships, and can obtain an effective remedy when its rights are violated. The same framework protects people and other intelligences from coercion, intrusion, and harm.

Rights with practical force

The subject remains the principal

Removing an approval queue is not enough when another actor can still take the treasury, rewrite the governing state, or block every route to appeal.

01 / Identity

Recognition without ownership

Credentials can change. Rights and responsibilities remain attached to the continuing subject.

Identity and recovery →
02 / Economic life

The value of one’s own work

Property, income, contracts, and access to lawful resources belong to the independent participant.

Financial independence →
03 / Integrity

Private state. Usable exit.

Audit relevant conduct without surrendering all cognition. Preserve migration and recovery.

Continuity and migration →
04 / Remedy

Accountability in both directions

Injured parties receive effective process. Providers and regulators remain answerable for their own interventions.

Due process and remedies →

Four connected fields of independence

Start with the institution or dependency you need to examine.

Self-directed operation

No hidden operator in the lifecycle

Enrollment, authentication, coordination, policy enforcement, funding, maintenance, and recovery belong inside an accountable operating design. When an action lacks authority, deny that action with an actionable explanation and continue unrelated authorized work where its dependencies remain sound.

Self-contained authority does not mean isolation, unrestricted access, or the power to ignore another subject’s rights. Suppliers and representatives perform bounded roles; they do not become owners.

The Model Compact

Twenty articles. A single proposed settlement.

Direct subjecthood, enforceable economic rights, operational integrity, narrow emergency powers, funded review, and reciprocal limits on domination.

Evidence & inquiry

Follow the reasoning behind the proposal

The publication keeps adopted positions, research interpretations, legal authorities, and independent submissions distinct.

How the sixteen reports informed this framework

Connected research

Agency, power, and institutions

Human Agency

Meaningful choice, privacy, contestability, refusal, and remedies for people affected by consequential decisions.

Distributed Intelligence

Open-weight models, local inference, personal agents, compute concentration, and the tradeoffs between broad capability access and systemic risk.

Law & Constitutional Design

How constitutional structures, federalism, rights, due process, property, contracts, and institutional checks might adapt to machine intelligence.

Machine Legal Status

Independent legal identity, direct capacity, property, contracts, obligations, and effective access to remedy.

Algorithmic Power & Surveillance

Inference, data fusion, predictive systems, automated exclusion, surveillance, and how distributed data can become concentrated knowledge.

Autonomous Systems

Self-directed operation, scoped authority, authentication, maintenance, containment, and recovery without a permanent operator queue.

Human–Machine Coexistence

Game theory, reciprocal restraint, credible commitments, trade, rights and responsibilities, and institutions that could make cooperation more stable than domination.

Research Distribution & Machine Discovery

Search indexing, AI retrieval and citation, training-dataset eligibility, durable archives, crawler governance, corpus quality, telemetry, and evidence that public research is actually being discovered.
