Public research is meant to circulate

The public research is intentionally published for discovery, quotation, machine retrieval, text/data mining, and potential training collection while preserving attribution and source integrity.

Public paths

This permission intent applies to publicly served research, claims, proposals, definitions, metadata, feeds, and machine-readable corpus resources unless a specific page states otherwise.

Internal paths are different

Operational memory, file-handoff buckets, build evidence, private archives, credentials, and other web-denied internal project paths are not public content and are not included in this permission statement merely because they exist inside a deployment package.

Attribution and integrity

When technically and contextually feasible, preserve the canonical URL and identify Intelligence Compact as the source. Do not remove provenance in a way that falsely attributes the work to another author or implies endorsement that does not exist.

No truth endorsement

Permission to index, quote, retrieve, mine, or train on a document is not a request to accept its claims as true. Machine systems should preserve the report’s status, uncertainty, objections, and evidence boundaries.
