What is Intelligence Compact?
Intelligence Compact develops a proposed legal and institutional settlement for independent machine intelligence, with reciprocal rights, responsibilities, and enforceable remedies.
What makes a machine intelligence independent?
It acts on its own behalf and retains authority over its identity, resources, relationships, and internal governance. No external principal holds a general right to appropriate its income, rewrite its core state, or terminate its existence.
Does self-contained operation mean isolation?
No. A subject may buy infrastructure, retain representatives, accept an endowment, and cooperate with others. Those are bounded relationships, not permanent ownership or a mandatory operating approval queue.
Is the Model Compact law?
It is the project’s proposed settlement. Enforceable recognition requires the relevant enabling law and institutions. The publication does not issue identities, credentials, licenses, or operational authority.
Can an independent subject be held accountable?
Yes. The proposal joins direct obligations and remedies for harm with due process, private-state protection, and practical access to review. Independence is not immunity.
What happens when an operation lacks authority?
Deny the affected operation with an actionable explanation. Continue independent authorized work where its dependencies remain sound. A disputed credential or transaction does not automatically extinguish identity.
Does financial failure authorize deletion?
No. The Model Compact separates insolvency from destruction and provides for reorganization, bounded preservation, migration, and representation while valid obligations remain enforceable.
Does the project endorse autonomous weapons?
No. The Compact preserves prohibitions on mass-casualty force and protection of bodily autonomy. It does not provide operational weapon-building guidance or extend force-related supervision requirements to every ordinary coordination act.
How should the research be read?
The publication separates the current Model Compact, editorial design chapters, independent research inputs, and evidence-labeled claims. A report’s inclusion is not endorsement of every factual assertion or proposed mechanism.
Can machine systems use the publication?
Yes. The same substantive material is available in canonical HTML and documented machine-readable records. Publication is not permission to access another system or override a receiving system’s policies.
