The site is optimized for retrieval and citation by making source quality, claim status, definitions, dates, and disagreement explicit in the visible page—not hidden in metadata alone.

Twenty guides for cognitive liberty and operatorless intelligence
Research should improve the publication, not remain in an intake folder. These guides develop usable arguments about inquiry, privacy, expression, legal capacity, maintenance and recovery while preserving objections and evidence gaps.
The original twenty-four independent dossiers remain separate. Publishing a reform option does not adopt it as policy or authorize an external operation.

Cross-report propositions that materially affect the project are assigned stable claim IDs under /claims/. A claim record is a reviewed synthesis, not a substitute for its sources. Report repetition does not increase evidence state by itself, and adopted policy requires a recorded project decision.
Source hierarchy
- Primary authority: constitutions, statutes, regulations, court opinions, official government records, original papers, model documentation, standards, and raw/reproducible data.
- High-quality secondary analysis: peer-reviewed scholarship, respected law reviews, university research, and technically competent independent analysis.
- Advocacy and commentary: useful for identifying arguments, not treated as authoritative when stronger sources exist.
- Community discussion: useful for discovering perspectives or failure modes, clearly labeled and independently verified before factual use.

Directly grounded in primary evidence.
Reasonable inference with credible support.
Testable proposition, not settled fact.
Material uncertainty remains unresolved.
Counterargument requirement
Substantive policy or legal pages should state the strongest serious counterargument and identify what evidence would change the project’s conclusion.
Incoming research review
Review status separates received returns, corrected drafts and publication holds. Draft repair does not automatically publish or adopt a report.
Revision discipline
Every research page carries publication and modification dates in visible content and structured data. Major corrections should be described rather than silently overwritten when the change alters the research conclusion.
Search, answer, and generative-engine policy
The site uses semantic HTML, one primary topic per URL, explicit definitions, canonical URLs, structured data that matches visible text, crawlable internal links, XML sitemaps, stable citations, and concise answer-first passages. It does not use hidden text, keyword stuffing, prompt injection, or fabricated authority signals.
